In many cases, they have improved the quality of life for people living in the region by building new roads, improving airports, building tourist attractions, and so on. But they have not created lasting development. One of the problems is that many of the projects have been driven by politics rather than economics. Part of the problem is that we have ended up defining regional development so broadly that all provinces, even the richest, have e to participate in the programs. This means that it bees very hard for these programs to promote convergence of ines by focusing on the poorest regions. What is also part of the problem is that there has been a lack of coordination across different ministries and different levels of government. For example, in the 1970s, the Ministry of Regional Development expanded fish processing plants in the Atlantic region at the same time as the federal Ministry of Fisheries was trying to reduce the number of fish caught in the Atlantic coastal zone because of falling fish stocks. All the money spent on fish processing plants was wasted because of the lack of coordination between the two ministries. Many location incentive programs proved to be basically just transfer programs in disguise. Companies would take money to locate in a particular region and when the money was gone, they would leave. In other cases, bad decisions were simply made. For example, in Nova Scotia, a heavy water plant was maintained for more than two decades without ever making a single sale of heavy water. It was supported solely because it was located in the district represented in Parliament by a man who was an important minister in the federal cabi.
